The U.S. Army Garrison Bavaria Grafenwoehr is a training area situated between Vilseck and Grafenwoehr, Germany.

When the base needed pavement inspections for its roads, parking areas, motor pools and storage areas across two cantonment areas, Hanson’s inspection team assigned three independent two-person crews to divide the installations into manageable areas and conduct PAVER inspections for the U.S Army Corps of Engineers (USACE) Omaha District.

Hanson’s pavement inspection crews conducted:

  • an initial in-person briefing with installation personnel to outline the PAVER process, inquire after any areas of interest and gain information about access requirements and installation needs
  • a manual inspection of approximately 2,813,300 square yards of hot-mix asphalt and rigid pavements
  • an update of the inventory, pavement removal, new construction and correction of surface-type discrepancies.
  • Military family modeling, condition performance analysis and work planning and budgeting for all the inspected pavements
  • monthly status reports to the USACE point of contact and the installation’s department of public works (DPW) representative via email
  • a final report that detailed the history, condition, performance and recommended repairs and maintenance for the base’s pavements
  • a fully populated and validated PAVER E70 database, prediction models, condition analysis, work planning and list of projects, all combined in a final report

The Hanson team used GPS-enabled handheld tablets with a real-time GIS application, which allowed separate crews to avoid rework and make the most of inspection time. Hanson also used the tablets to take photos that linked directly to the associated inspection.

Throughout the inspection process, Hanson coordinated with the installation’s DPW personnel to coordinate access to restricted or locked areas (abandoned motor pools, ammunition holding areas and ammunition supply points). The installation also provided updated aerial photography that Hanson used to correct inventory discrepancies. Hanson informed installation personnel about progress during each inspection period, as well as any difficulties or inventory outliers (whole areas that had incorrect surface types, etc.) throughout the project.

Hanson completed the project on time and with minimal disruptions to the installation’s processes during the height of Germany’s COVID-19 pandemic restrictions, thanks to the crew’s dedication to following the German government’s precautions and guidelines.
