Scott Carraro, P.E., aviation associate project manager and advanced air mobility (AAM) lead, specializes in airfield design, airspace analysis, stormwater management, pavement design, grant coordination, AAM and federal aviation regulations.

Scott has a strong background in aviation and civil engineering project delivery and client service, built on experience with civil site, roadway, and foundation design. Before joining Hanson in 2025, he served as a program manager in the Federal Aviation Administration’s (FAA) Orlando Airports District Office, where he was responsible for a diverse portfolio of projects at commercial service and general aviation airports across Florida, including runway extensions, taxiway widenings, apron construction, hangar construction, NAVAID equipment installation and terminal expansions. Scott also worked in Volusia County’s Development Engineering Division, performing engineering review of proposed development projects throughout the county. Prior to that, his career began as a geotechnical engineer in Orlando, performing foundation design for projects at the Disney and Universal theme parks.

With expertise in FAA grant coordination and aviation regulatory compliance, Scott has a deep understanding of federal funding programs and eligibility requirements, which is instrumental in helping airport sponsors secure funding and move projects forward efficiently. His familiarity with FAA processes and coordination with federal agencies enables effective communication and streamlined project delivery.

During his tenure with Hanson, Scott has designed runways, taxiways and terminal improvements and has performed vertiport siting analysis for Hanson’s vertiport developer clients, airport and county-wide AAM plans and stormwater master plans.
