A skilled counsel with diverse government experience, Cindy Bushur-Hallam serves as a senior project manager for land acquisition at Hanson.

Before joining the firm in 2021, Cindy held key legal positions across multiple state agencies, including the deputy general counsel for the Illinois Department of Healthcare and Family Services, a general counsel for the Illinois Department on Aging, the special assistant chief counsel for the Illinois Department of Transportation and an attorney for the Illinois Department of Natural Resources. With expertise spanning transportation, environmental, financial and transactional matters, she is highly skilled in contract negotiations and drafting, compliance and risk management. She has successfully led complex, multi-million-dollar legal negotiations with local, state and federal agencies; nonprofit organizations; and corporations.

She brings extensive regulatory knowledge and public speaking experience, having presented before legislative committees, administrative tribunals and state public hearings. Known for her resourcefulness and ability to collaborate across multi-disciplinary teams, she efficiently assesses complex issues, drives projects to completion and delivers professional results under tight deadlines.
