FDOT SR 30 (US 98/Coastal Highway) resurfacing, restoration and rehabilitation

Project Summary

Hanson provided engineering services for the resurfacing, restoration and rehabilitation of State Road (SR) 30 (US 98) from the St. Marks River (CMP 14.600) to the Jefferson County Line (CMP 20.725) in Wakulla County, Florida. Resurfacing encompassed travel lanes, truck pull-offs and paved shoulders.

A high project priority for the Florida Department of Transportation, District 3, involved replacing cross drains at three locations where the concrete pipes had separated at the joints, causing seepage, siltation and roadway failures. Hanson’s tasks included checking all drainage structures for function, scour, erosion, structural integrity and sediment accumulation.

During construction, Hanson faced the challenge of maintaining two-way traffic at all times through the work zone. The project team responded with a temporary traffic control plan that involved constructing detours that shifted both lanes of traffic in phases. The on-site detours included temporary sheet pile walls and allowed the cross drains to be replaced  and the existing roadway over the cross drains to be reconstructed.     

The scope of services also included identifying utilities in the corridor during the survey phase and evaluating possible utility conflicts with the construction work; coordinating permits; upgrading and replacing guardrail; and determining design, details and quantities of signing and pavement markings.

Community awareness was another aspect of the project. To help inform the public, Hanson developed a documentation plan, coordinating with FDOT’s design project manager and public information director to determine the appropriate public involvement activities.
