Jefferson County (Missouri) Port Authority barge fleets

Project Summary

The Jefferson County Port Authority (JCPA) selected Hanson to provide engineering and permitting services related to the establishment of barge fleeting sites on the Mississippi River near Herculaneum and Crystal City, Missouri.

Initial tasks involved determining feasible site alternatives based on river-bottom characteristics; existing river infrastructure, such as dikes and revetment; barge activity in the area; and anticipated future port operations.

In consultation with JCPA and coordination with necessary government agencies and organizations, Hanson obtained the required permits through the U.S. Army Corps of Engineers for multiple sites. Permitting efforts included preparing permit applications and exhibits, as well as responding to agency requests for additional information and addressing comments from the public. Hanson acquired permits for two 20-barge fleets near Herculaneum and two 20-barge fleets near Crystal City.

Hanson also developed a barge fleet anchor system, designed to moor up to 20 barges at various river stages, and established performance-based construction bid specifications for one of the Herculaneum fleet sites. Hanson administered the construction bid process on behalf of JCPA, as well as performed construction observation during the anchor system installation. With Hanson’s support and guidance, JCPA established its first revenue-generating assets.
