DHA BUILDER Asset Management System
Project Summary
Hanson provided quality assurance (QA) services for SMS BUILDER implementation for the U.S. Defense Health Agency to include Army Medical Command (MEDCOM), Air Force Medical Service and the Navy Bureau of Medicine and Surgery (BUMED), including facility condition assessments.
Hanson's onsite duties included providing representation for the U.S. Army Corps of Engineers and monitoring the architecture and engineering (A/E) field personnel as they performed the site inventory and assessment phase. The A/E field assessment was comprised of as many as nine field teams, each consisting of two members. As the Corp of Engineers representative, Hanson’s goal is to monitor the A/E’s field assessors and their data upload to BUILDER, document any equipment classification and condition evaluation discrepancies as they perform the asset inventory. This was established in order to achieve a level of data consistency and accuracy through the entire program.
The goal for the onsite QA representation was to document assessment discrepancies and assist the team in providing a final BUILDER product as accurate as possible, understanding that no two assessors are identical.
Once the A/E field assessors completed their data gathering, information was electronically uploaded to the BUILDER Remote Entry Database. This data then received internal QA/QC reviews from the A/E assessors and was uploaded to BUILDER.
After the A/E assessors’ final product was uploaded to the BUILDER database, Hanson reviewed and analyzed the information, checking for inconsistencies in construction dates, ensuring the A/E assessors followed the standard section-naming convention and catching any other inconsistencies that may have passed the A/E assessors’ internal QA/QC process.
