Springfield (Illinois) Airport Authority contract advisory services

Project Summary

The Springfield Airport Authority operates the Abraham Lincoln Capital Airport in Springfield, Illinois. The authority was interested in implementing energy-efficient facility upgrades using a 20-year guaranteed energy savings contract (performance contract) to finance the upgrades. The authority contracted with Hanson to provide assistance with developing the request for proposals, evaluating the proposals received and preparing a contract that would be executed with the selected energy services contractor (ESCO).

The evaluation of the proposed energy conservation measures (ECMs) included an analysis of the measure, its cost, claimed energy and operational savings, payback, proposed measurement and verification methodology and other ESCO-related project costs. The proposed energy conservation measures included HVAC upgrades, water conservation measures and a new building automation system for the authority’s main terminal building. Because several ECMs were projected to have minimal savings, three ECMs were eliminated from the final contract in an effort to maximize the benefit to the authority and taxpayers.

Once the authority was contracted with the selected ESCO, Hanson provided owner’s representation services during the construction phase. These services included a review of equipment submittals, construction observation, maintaining a master issues list and a review of actual energy savings achieved when comparing pre- and post-implementation measurements.
