Sangamon County guaranteed energy savings contract

Project Summary

Hanson provided owner’s representation services for a $4.75 million upgrade and retrofit of Sangamon County facilities in Springfield, Illinois. The project includes comprehensive mechanical, plumbing and lighting upgrades to the 250,000-square-foot county courts complex, detention facility and sheriff’s office buildings using a guaranteed energy savings contract method of project delivery.

The county retained Hanson to assist with contract evaluation, construction and measurement and verification (M&V) activities with the selected energy services company (ESCO). Pre-contract activities included providing a technical review of the contract, which encompassed the feasibility of the proposed energy conservation measures (ECMs), input on equipment selection, an in-depth review of claimed energy savings and assistance with developing an agreed-upon M&V plan.

During construction, Hanson provided submittal reviews, construction observation and administration services, as well as assistance with scheduling issues. Hanson also helped the county resolve the numerous issues that accompany significant upgrades and retrofits to building systems, while maintaining a fully occupied and operational facility.
