Kaskaskia Regional Port District facility recovery planning

Project Summary

In 2012, Randolph County, Illinois, received a planning grant from the Illinois Department of Commerce and Economic Opportunity. The county used the grant to develop a strategic plan inclusive of all Kaskaskia Regional Port District (KRPD) facilities, and, in 2017, the county was awarded a second planning grant to conduct an additional study at two KRPD facilities — KRPD No. 1 and Kellogg Dock — as recommended in the strategic plan.

The county selected Hanson to conduct the subject study, with the purpose of advancing the strategic planning efforts for KRPD No. 1 and Kellogg Dock. The planning for both facilities consisted of multiple advisory committee meetings; on-site visual assessments of existing infrastructure, including roadways, rail and material-handling systems; and a market assessment that included a review of commodity origins and destinations, existing modes of movement and potential business opportunities for the two facilities.

These efforts provided the foundation for the conclusions and recommendations for each facility, including the development of conceptual plans and opinions of probable cost for facility improvements. The proposed KRPD No. 1 improvements will provide the ability to significantly increase throughput and accommodate unit trains, the latter of which has deterred potential business opportunities in the past. The proposed Kellogg Dock improvements will prepare the facility to provide a potential revenue stream.
