PortfolioCamp Lincoln Combined Service and Maintenance Support (CSMS) Bridging Documents Camp Lincoln Combined Service and Maintenance Support (CSMS) Bridging Documents Project Summary The Illinois Capital Development Board selected Hanson to complete a programming charrette and bridging documents for the Combined Service and Maintenance Support (CSMS) building at Camp Lincoln in Springfield, Ill. The Camp Lincoln facility is more than 50 years old and no longer met its mission’s need. It had an inadequate building square-footage and outdated equipment and work areas – divided between the main building and two building annexes originally designed as storage buildings. The project included a planning charrette that reviewed DD Form 1390/91 to: determine authorized square footage, develop a layout, and determine the order of magnitude costs and "buildability" given the restricted site location at Camp Lincoln. After the charrette ended, Hanson determined a solution, recommending removal of two older, unheated buildings to allow for construction of the authorized facility in two phases. The assistant adjutant general and chief of staff supported this recommendation during the out briefing. Hanson was later selected to develop the bridging documents for this design-build project. The project includes the construction of an 82,752-square-foot combined support maintenance shop. It includes administrative space, a supply room, tool room, battery room, canvas work area, welding area, machine and carpenter repair shop, body shop, paint booths, warm-up bay, two overhead cranes, lockers, a loading ramp, and break/assembly areas. The scope of services also provides for demolishing two buildings totaling approximately 34,000 square feet, installing security fencing and site lighting, and providing site electrical services. The bridging documents include – but are not limited to – project intent, site layout, building configuration, program elements, building component requirements, quality standards for building components, and U.S. Green Building Council’s LEED® Silver design and U.S. Department of Defense design criteria. Hanson will review and evaluate the Phase I and Phase II qualification submittals for the design-build team and will provide observation and quality assurance services during construction.
